§ 51.028 SPECIAL EXCEPTION - SECOND WATER METER.
   Notwithstanding anything to the contrary in this chapter, any residential user may make application on a form supplied by the City Clerk for a second water meter for a premises. Such application shall be reviewed by the Public Works Director. If the application complies with all regulations of the city, the Public Works Director may approve the application. By making an application, the applicant is thereby granting the Public Works Director the right to inspect the water meter and all connections and any other part of the water supply system deemed necessary by the Public Works Director to insure compliance with all the applicable regulations of the city and state law, which inspections may be made at any time before an application is approved or any time after an application is approved to ensure compliance. An approved application shall permit the residential user to purchase a water meter from the city and install the second water meter at the user's sole expense according to the regulations of the city and approval of the Public Works Director. The city shall have the right to inspect and approve the construction and installation of the water meter. The water registered by such water meter shall only be used for purposes outside of any dwelling or structure and only for the purpose of filling a swimming pool or watering a lawn, shrubs, trees, or other landscaping. The water meter and water service shall comply with all of the terms and conditions of any ordinances or rules or regulations of the city with the exception of those specifically in conflict with this section. The charges for any water used as indicated by the water meter shall be charged for water usage according to the terms of this chapter. The city reserves the right to repeal this provision at any time and if this exception is repealed it shall apply to all users who obtain approval for installation of a second water meter pursuant to this section and such user shall be required to remove the second water meter according to the terms of the ordinance repealing this section.
