(A) The monthly charges for wastewater treatment service inside the corporate limits of the city shall be the sum of $6.57 for each connection for a system fixed cost, and in addition, the customer shall pay $4.01 per 1,000 gallons or fraction thereof of water usage as measured by either a water meter or sewer flow meter but in no event less than $4.01 per month.
(B) The wastewater rate charges for connections to a wastewater service outside the corporate limits of the city shall be twice the amount for the rates charged for connections inside the corporate limits of the city provided in division (A) of this section.
(C) For wastewater and treatment service and water service, the charges established for various services shall be established according to a schedule of fees, which fees shall be determined from time to time by action of the City Council and shall be set forth in the Schedule of Fees on file and available for public inspection in the office of the City Clerk and which may be amended from time to time by a majority vote of the City Council.
(D) Each customer of wastewater treatment services or water services shall be charged an additional monthly fee of $2.00 to be known as the Customer Storm Sewer Depreciation Fee.
