§ 32.76 SUPERINTENDENT OF WATERWORKS.
   (A)   Office created. There is created the office of Superintendent of Waterworks who shall be appointed by the Mayor, with the advice and consent of the Council. He or she shall hold office for a term of two years and until his or her successor is appointed and qualified. The Superintendent of Waterworks shall be the executive officer of the Water Department and shall have charge of the improvement, repair, care, maintenance and construction of all water mains, hydrants, pumps, tanks, wells, sewers, apparatus, tools and equipment belonging to the city for the care and maintenance of the water and sewer system of the city, including the buildings and structures in connection therewith.

   (B)   Powers and duties. It shall be the duty of the Superintendent of Waterworks, subject to the order or approval of the Council, to:
      (1)   Manage and control all materials and things pertaining to the Water Department;
      (2)   Employ and discharge all employees and workmen needed in the work and service of the Water Department;
      (3)   Supervise and inspect all materials furnished and work done by and for the water and sewer system of the city;
      (4)   Compel strict compliance with, and execution of, all contracts made by or on behalf of the Water Department;
      (5)   Maintain and control all property of the Department of Water;
      (6)   Compel strict compliance with all rules, regulations and control of the water and sewer system of the city; and
      (7)   Make complaint and institute prosecution for the violation of such rules, regulations or ordinances.

   (C)   Collection of rents and rates; maintenance of documents. The Superintendent of Waterworks shall keep accurate maps or charts showing the location and dimensions of all mains, hydrants, connections and other pertinent facts and features of the sewer and water system of the city. He or she shall also collect all rents or rates due the city by virtue of such water or sewer service and shall keep such books, accounts and records as may be required by the Council or by ordinance or statute and shall make such reports and statements as may be required by the Council.
