§ 31.012 POLICY MANUAL.
   The City Council shall establish and maintain a personnel policy manual to define the policies then in effect for all employees of the city. The manual shall not constitute a contractual agreement between the city and the employees. The manual shall serve as a guideline in dealing in a fair and equitable manner with the employees. The manual may be adopted by a majority vote of the City Council and may be amended by motion and majority vote of the City Council. The City Council shall review each of the provisions of the manual at least annually and shall make adjustments or amendments when deemed necessary.
