§ 31.003 APPOINTIVE OFFICER; TERM, ASSIGNMENT OF ADDITIONAL DUTIES.
   (A)   Term. Every appointive officer of the city shall hold office for a term of one year or until his or her successor is appointed and qualified unless it is otherwise provided by ordinance. Employees selected shall serve so long as their services are desired, provided, however, that in case of a vacancy in any appointive office, the Mayor shall have power to appoint any qualified person to serve as such officer until such person or officer may be approved by the Council, but not to exceed 30 days.

   (B)   Assignment of additional duties. The Mayor shall have power to assign to any appointive officer any duty which is not assigned by ordinance to some other specific officer and shall determine disputes or questions relating to the respective powers or duties of officers.
