A consent agenda shall be prepared under the direction of the City Administrator and shall include the approval of minutes of council meetings, bills to be approved, and such matters the Administrator shall determine are routine. All items listed on the consent agenda will be enacted by one motion and one vote, which shall be a roll call vote. The City Clerk shall enter a single note in the journal under the designation "Consent Agenda". An omnibus vote shall be with like effect as if the vote of each item was voted upon separately. Upon the request of the Mayor or an Alderman an item will be removed from the consent agenda and considered individually after all other items of business on the consent agenda.
