§ 30.29 ADDRESSING MEETINGS; CONSENT OF COUNCIL REQUIRED.
   The city recognizes the Illinois Open Meetings Act provides that any person shall be permitted an opportunity to address public officials under rules established by the city. The City Council by majority votes of its members then holding office shall establish rules for public participation to balance the rights of individuals to address the Council with the Council's need to maintain meeting decorum and efficiencies. The rules may be amended from time to time by majority vote of the members of the City Council then holding office.
