§ 30.26 MEMBERSHIP AND ORGANIZATION OF COMMITTEES.
   The Mayor shall appoint the membership of all standing and special committees and shall designate the Chairman thereof. Every committee shall consist of three members including the Chairman, unless the Council shall provide otherwise.
