The City Council shall have the discretion to waive any fee required by a city ordinance, or any provision of the city code, as provided herein, except when the ordinance or provision of the city code specifically states that the fee cannot be waived at the discretion of the City Council. Such fee may only be waived if a motion is duly passed by an affirmative vote of not less than three-fourths of the City Council. Such motion shall also provide the specific reasons why the City Council is voting to waive the fee in each particular situation and why such waiver of fee will be in the best interests of the city.
