No license issued under this article shall authorize the sale of an alcoholic beverage at more than one place. A separate license must be obtained for each place where the alcoholic beverage is proposed to be sold, provided, however, that a license may cover more than one room or place in the same building or on the same premises. No license issued under the terms of this article shall authorize the licensee to discontinue selling at one place and transfer his or her place of sale to another place, without the consent of the city and of the sureties upon the licensee's bond, nor shall any license be transferred from one person to another without the consent of the city, to be obtained only upon the filing of a new application, a new bond by the proposed transferee, and payment of $100 to the city for transfer administrative fees.
