(A) Hours of operation for the EDC shall be from 6:00 a.m. until midnight seven days a week.
(B) During special events the city retains discretion to apply additional conditions to EDC licensees and to amend district operations during a special event.
(C) During special events or non-permitted events for alcohol sales within the EDC common area, the entity or entities responsible for the event shall possess or provide, in addition to what is required by state law or regulation:
(1) Permanent or temporary possession of the common area by deed or lease, written licenses or written temporary use agreement from those having control or responsibility of the common area;
(2) Adequate security for the common area;
(3) Assurances that public streets and sidewalks are controlled in a manner that ensures public safety and pedestrian safety and protection from vehicle traffic;
(4) Written permission for the event and signed agreement with the city to conduct the event's additional actives in addition to the permission for non-permitted alcoholic beverages sale;
(5) Agreement to prohibit patrons from taking alcoholic beverages outside the physical boundaries of the EDC properly established for the alcoholic beverages; and
(6) Utilization of clear plastic cups with the logo or name of the vendor on all cups removed from the premises of the licensee.
