§ 2-306 PURCHASES OF $20,000 OR MORE.
   All purchases of more than $20,000 shall be made after the following procedures have been complied with; provided, however, that the Board of Commissioners may waive the procedures upon the Mayor’s certification that an emergency exists and has filed a copy of the certificate with the chief financial officer:
   (A)   The Board of Commissioners shall approve advertisement and solicitation for competitive bids;
   (B)   The purchasing agent shall cause the solicitation of bids to be advertised and otherwise notify prospective bidders;
   (C)   Bids received pursuant to the advertisement shall be opened and read on the date and at the time set for opening the bids in the City Manager’s office, all bid openings being open to prospective bidders, interested parties and the public;
   (D)   The City Manager shall recommend to the Board of Commissioners a bid award which shall be to the lowest and most responsible bid; provided, however, that, the Board of Commissioners may award a bid to a bidder other than the lowest responsible bidder if the reasons for an award are specifically stated and spread upon the minutes of the Board of Commissioners’ meeting.
