All purchases of $50 or less may be made by the head of each department upon approval of the City Manager. Any purchase so made shall be performed by the department head in a manner most effective for the city. The limit of $50 may be waived from time to time when, in the opinion of the department head, the item being purchased is in desperate need; provided, however, that, at no time will any department head make any purchase in excess of $150.
