Compensation for services rendered or facilities afforded to the city shall be charges against the city and payment for the charges from the corporate funds shall be made payable into the utilities revenue fund, including an annual charge of $1 for each fire hydrant connected with the system. The rates and charges for water and sewer service are applicable to the City Board of Education. In no instance shall water or sewer services be furnished free of charge.
