(A) There is hereby established a special gas and water billing plan which shall be voluntary in nature.
(B) The following are provisions and conditions for participation in the budget plan.
(1) The customer/participant must have a zero balance to begin the budget plan.
(2) This plan shall apply to homeowners only.
(3) Two missed payments cancel the budget plan and the customer must pay the balance by the next due date.
(4) Only one budget payment is to be paid a month; no doubling up is permissible.
(5) The budget will be based on a 12-month history usage on the total gas and water bill, divided by 12 and rounded off to the nearest dollar; or 90% of the 12-month average billing, whichever is most beneficial to the customer.
(6) No landlords can set up on the budget plan.
(7) Businesses may set up on the budget plan only if they put up a security bond approved by the City Manager.
(8) Settle-up month will be in June. The city will not refund any credit balance, but the balance will be credited to the next month’s billing and the budget amount may be lower for the next year’s budget plan.
(9) No penalty charges will be added to budget customers.
(10) Deadline for signing up for the plan is July 1 of each year.
(11) Participation is on a voluntary basis for customers.
