§ 50-351 CREATED; APPOINTMENT AND TERM OF MEMBERS.
   There is hereby created a board of public utilities, to be known and designated as the “Electric Plant Board of the City of Fulton, Kentucky”. The Electric Plant Board shall consist of four resident citizens of the city, qualified under the provisions of state law. The members of the Board shall be appointed by the Mayor, subject to the approval of the appointments by the Board of Commissioners. The first member appointed shall serve for one year from the date of his or her appointment; the second member appointed shall serve for two years from the date of his or her appointment; the third member appointed shall serve for three years from the date of his or her appointment; and the fourth member appointed shall serve for four years from the date of his or her appointment. Thereafter, and as the terms of each member expires, his or her successor shall be appointed for a term of four years, and each member shall serve until his or her successor is appointed and qualified. A fifth member shall be appointed by the Mayor, with the approval of the Board of Commissioners. The term of office of the member shall be for a time as the Mayor may designate, not, however, to extend beyond the appointee’s term of office on the Board of Commissioners. Appointments to complete any unexpired term of office shall be made in the same manner as the original appointments.
