The services of the gas system shall be deemed to be furnished to both the occupant and the owner of the premises receiving the services and shall be deemed an obligation of both the occupant and the owner of any premises. The services of the gas system shall be given to any premises only upon written application therefor, made by the owner or occupant. The application shall be made to the City Clerk and shall be upon a form to be supplied by him or her.
