(A) Each individual property owner or user of the POTW shall be entirely responsible for the maintenance of the building sewer or private sewer located on private property. This maintenance will include repair or replacement of the service line as deemed necessary by the Manager to meet the specifications of, or the requirements of, this article.
(B) Should the city encounter problems in maintaining the public sewer where connected to a private sewer or building sewer, and where the problems can be traced to operation and/or maintenance of the private sewer or building sewer by the individual property owner or user or plumber employed by the individual property owner or user, then the city may bill the individual property owner or user for the time and materials expended in resolving the problems.
