A transient business permit shall be issued hereunder only when all requirements of this chapter have been met. The permit shall not be transferable and shall be valid only for a maximum period of 90 days or until it is terminated. The permit shall, at all times, be conspicuously displayed at any place that the transient merchant is transacting business. If the City Clerk-Treasurer refuses to issue the permit, the applicant may apply to the City Commission for hearing which shall be conducted at the next regularly scheduled City Commission meeting.
