(A) No operator of a vehicle on a street or highway in the city shall drive at a greater speed than is reasonable and proper, having regard for the traffic and for the use of and condition of the street or highway.
(B) Where no special speed limit is otherwise prescribed, it shall be unlawful for any person to drive any vehicle of any kind in excess of 25 mph on any street, avenue or other public way of the city.
