All moneys derived from license taxes under the provisions of this article shall be paid to the City Clerk who, in turn, shall submit them to the City Treasurer and be placed to the credit of the General Revenue Fund of the city and shall be used and expended in defraying current, general and incidental expenses of the city. It is the purpose of this article to provide revenue for the General Fund of the city and is not the intention of the city or this article to impose and require a license tax prohibited by law.
