It shall be unlawful for any person to drive or ride, or attempt to do so, upon any street or part of a street under construction in the city when the street or part of a street is roped off or otherwise obstructed; or, when the street or part of a street is not roped off or obstructed, if the contractor, or his or her agent, in charge of the construction, or the Superintendent of Public Works directs the traveler not to go upon the street or part of a street.
