(A) No person shall build, or attempt to build, any sidewalk along any of the streets or alleys of the city without having first filed an application to build the sidewalk with the City Clerk and obtain a permit therefor from the Superintendent of Public Works of the city. The application shall be in writing, and shall specify the location of the sidewalk; and it shall be the duty of the City Clerk to at once notify the Superintendent of Public Works upon the filing of each application.
(B) All sidewalks constructed under this section shall be constructed according to specifications prescribed by the Superintendent of Public Works and shall be built under the supervision and according to the directions and orders of the Superintendent of Public Works.
