(A) No provision of this article shall be construed to prevent any person from transporting or disposing of refuse produced by his or her own household or business place; provided that, the refuse is transported in a sanitary manner and is disposed of in a lawful manner.
(B) Disposal by those means shall not exempt the person from the obligation to pay the refuse collection service charges provided under this article.
