§ 40-68 SAME—ADDITIONAL PICKUP ORDERED BY DESIGNATED REPRESENTATIVE OF CITY MANAGER.
   (A)   Special pickup required. A designated representative of the City Manager shall monitor the accumulation of garbage, trash and other debris placed in or near public streets by the occupants of property in the city. Upon determination by the representative that the occupant of a premises has allowed garbage, trash or other debris to accumulate and has failed to take steps to have the garbage, trash or other debris removed, he or she shall immediately notify the Department of Public Works where feasible, or the garbage removal franchise that a special pickup is required at the designated location and directing that the garbage, trash or other debris be removed.
   (B)   Cost. The cost of the special pickup ordered by the representative shall be that of the occupant of the premises, or if the premises is unoccupied, that of the owner of the property. Billing and collection for such charges shall be performed by the city.
