(A) By request. Additional refuse collection service shall be provided to households and business places, on request, to the extent feasible in the judgment of the Superintendent of the Department of Sanitation. Additional refuse collection service for which request has been made shall not be provided by the city unless it can be clearly demonstrated that the charge made shall fully cover the cost to the city of the service.
(B) Records. The Superintendent of the Department of Sanitation shall be responsible for maintaining a record of the amount of service tendered to and the charge imposed on each household or business place where additional refuse collection service is provided.
(C) Determination of frequency of pickup and places of set-out. In all instances in which additional refuse collection service is provided, the places of set-out and frequency of pickup shall be determined by mutual agreement between the city and the party receiving the service; providing that, in the event no reasonable agreement can be reached, the city reserves the right to so specify.
(D) Special containers. The Board of Commissioners, upon the recommendation of the Superintendent of the Department of Sanitation, shall determine the number of special containers of varying volumetric capacity of the type to be used for additional collection service. The city reserves the right to determine where the special containers shall be located and the manner in which they shall be used.
