(A) It shall be unlawful for any person to place, throw, sweep or otherwise deposit any refuse or waste material of any kind on any street, gutter, sidewalk or sewer right-of-way in the city.
(B) The occupant of premises or, in the case of unoccupied premises, the owner shall be responsible for maintaining, in a clean and sanitary condition, free of refuse and other wastes, the sidewalks and unpaved portions of rights-of-way abutting the premises.
(C) Sweeping, blowing or otherwise depositing grass clippings, leaves or any type of refuse into any street in the city is prohibited.
