No refuse shall be deposited or dumped at any location in the city, on private or public property, except at a city-owned and city-maintained dumping place, unless the Superintendent of the Department of Sanitation has publicly declared or privately certified in writing that the location is a suitable location for the deposit or dumping. The declaration or certification may be withdrawn at any time when the Superintendent determines that the location is unsuitable for the deposit or dumping.
