No person engaged in business as described in § 38-31 shall purchase or exchange secondhand or antique jewelry, coins, watches, diamonds or other precious stones, cutlery or old gold, silver, platinum or other precious metals, or any other secondhand manufactured articles composed wholly or partly of gold, silver, platinum or other precious metals, from any person less than 18 years of age.
