(A) The Authority shall meet quarterly on a regular meeting day to be established by the members. Special meetings may also be called by the Chairperson or by four members.
(B) A quorum for the transacting of the business of the Authority shall consist of four members.
(C) In case of tie voting by the Authority, the issue shall be deemed to have failed passage.
