The Tourism and Convention Commission shall possess all of the rights, powers, duties and obligations prescribed by law relating to the promotion of recreational, convention and tourist activity in the city. The Tourism and Convention Commission shall have full power and authority to promote recreational, convention and tourist activity; make rules and regulations for the transactions for all matters to come before the Commission; make contracts for the procurement of promotional services, advertising services and other services and materials relating to the promotion of tourist and convention business; provided that, the contracts of the type enumerated shall be made only with persons, organizations and firms with experience and qualifications for providing promotional services and materials, such as advertising firms, Chambers of Commerce, publishers and printers; and shall appoint employees and staff as it may deem necessary for its work, pursuant to KRS 91A.360(4).
