§ 16-1 STANDARDS FOR REHABILITATION OF RESIDENTIAL PROPERTIES ADOPTED BY REFERENCE.
   (A)   Adopted. The September 1973 HUD handbook and all amendments thereof to date, made and prepared by the U.S. Department of Housing and Urban Development, entitled Minimum Design Standards for Rehabilitation for Residential Properties, a copy of which with all amendments is on file in the office of the City Clerk, is hereby adopted and shall be in effect as to all matters covered thereby and contained therein, as fully as if copied in full in this section.
   (B)   Applicability. This handbook is to be used as a guideline for property rehabilitation under HUD-FHA mortgage insurance programs. It is not the purpose of this section to alter, amend, modify or change in any manner existing fire and/or building codes heretofore adopted and now in effect in the city.
