All monuments and stones erected on a public cemetery plot shall conform as follows.
(A) No stone shall exceed 45 inches in height from the ground.
(B) Foot stones are not to be above ground level.
(C) No person is to plant any trees, shrubs or flowers on the cemetery plot.
(D) All foundations for stones are to be installed by city employees.
(E) No concrete slabs are to be placed over graves.
(F) All lettering on stones is to face the grave.
(G) All graves are to be opened by city labor only.
