§ 14-3 RIDGED GRAVE LINERS REQUIRED.
   (A)   Upon the effective date of the ordinance from which this section derives, a ridged grave liner shall be required with any burial that takes place in any cemetery owned in whole or in part by the city, or in any cemetery which the city mows or may, in the future, provide maintenance.
   (B)   The grave liner shall be of the material as to withstand the weight and pressure of the earth around it and as to not deteriorate because of soil and moisture.
   (C)   Exception: the ridged grave liner rule may be waived in the case of a burial of an individual who is found to be financially indigent. Eligibility requires that the individual be 18 years of age or older with estates demonstrating the inability to be able to purchase a ridge grave liner, or for minor children whose parents demonstrate an inability to afford a purchase. The criteria for eligibility are the Federal Poverty Guidelines.
