(A) It shall be unlawful for any person to erect or construct monuments, tombstones, grave markers or other devices to mark cemetery lots or graves or footings therefor in the public cemetery provided by the city, except the work may be done by the Superintendent of the Cemetery or under his or her supervision or at his or her direction.
(B) The Superintendent of the Cemetery shall establish uniform requirements for proper construction or erection of grave markers.
(C) The Board of Commissioners shall establish maximum rates to be charged for the supervision or construction of grave markers by the Superintendent. The Superintendent shall charge no more for the supervision or construction than as established.
