   When a right of entry is not obtained as otherwise provided in this chapter, the Building Official, City Health Officer and Fire Chief, or any of them, or their authorized representatives, may, when able to do so without objection of any occupant thereof, enter upon any premises in the City at all reasonable times to inspect the same or perform any duty imposed upon them, or any of them, by any provision of any chapter of this title, provided that such inspection shall be reasonably necessary therefor, or there is reasonable cause to believe that a condition exists upon such premises that is contrary to any provision of any chapter of this title. If such entry cannot be made without objection of the occupant thereof, no entry shall be made unless authorized by law or by a search warrant for such purpose.
