Unless the owner and person in control of the premises for which a permit, required by any provision of any chapter of this title, is issued, files with the Building Official a written notice to the contrary, every person who orally, or in writing, requests an inspection of the project for which such permit was issued, shall be deemed to thereby consent, on behalf of such owner and person, that the Building Official, or his authorized representative, may enter upon such premises at all reasonable times for the purpose of making such inspection.
