No person shall construct, or commence the construction, in the city, of any indoor swimming pool, without having first filed the plans and specifications therefor with the Building Department and obtained a permit for such construction or without providing all piping, equipment and construction of such indoor swimming pool in conformance with the requirements of the Fullerton Plumbing Code for indoor plumbing installations.
