No persons shall install or maintain any swimming pool in the city unless the bottom and innersides thereof are constructed of smooth nonabsorbent materials in a manner so that all water in such pool will drain into and through one or more metal grated openings over a sump hole connected with a suction drain line with a gate valve installed therein at an accessible place, or in a masonry pit, outside of the walls of the pool.
