   When a public sewer is not available with capacity adequate to dispose of the water and contents discharged from any swimming pool, artificial lake, artificial pond or reservoir in the city, such water and contents may be discharged into a dry well, having a vertical side wall of at least fifteen feet or a capacity sufficient to contain at least twice the volume of the water and contents that may be discharged therein during one normal backwash or discharge thereof, constructed in the manner prescribed for cesspools by the Fullerton Plumbing Code. No persons shall discharge, or permit to be discharged, into any dry well under their control in the city that is used for the discharge of the contents of a swimming pool, artificial lake, artificial pond or reservoir, any sewer effluent or water except the contents of a swimming pool, artificial lake, artificial pond or reservoir.
