Whenever drainage space and conditions are provided in accordance with the standards of soil absorption rates and capacity established by the Building Department to insure that there will be no hazard to the public health or welfare, and no public or private nuisance, and no unsanitary condition, the Building Department may permit the contents of swimming pools, artificial lakes, artificial ponds, reservoirs and their filters to be disposed of by surface irrigation or subsurface spreading.
