No persons shall put, or permit to be put, any water in, or use, or permit to be used, any swimming pool, artificial lake, artificial pond, or reservoir in the city under their control without the written certification by the Building Department that the completed facility for the disposal of water and contents therefrom is in accordance with the requirements of this chapter and the Fullerton Plumbing Code.
