The City Administrator is appointed Personnel Officer of the City, and he is delegated the power and duty to administer and enforce all rules and regulations adopted by the City Council pursuant to this chapter. (Ord. 2836 (part), 1993: Ord. 1509 § 1 (part), 1967).
