2.31.020   Grounds for refusing employment.
   The following may be grounds for refusing employment to an applicant:
   A.    Knowingly making a false statement of fact required to be revealed on an application form.
   B.    Conviction of a crime substantially related to the qualifications, functions or duties of the position applied for.
   C.    Commission of any act involving dishonesty, fraud or deceit with intent to substantially benefit himself or herself or another or substantially injure another. (Ord. 2128 § 1(2), 1976).
