No person shall erect, install, construct, enlarge, alter, repair, revise, remodel, relocate, add to, replace, move, improve, remove, convert, demolish, equip, use, occupy, or maintain, any building sign, swimming pool or structure or, as a part thereof, any heating, ventilating, comfort cooling, refrigeration, or air conditioning equipment, or any electrical current, wire, wiring, connection, fixtures, appliances, equipment or apparatus, or any plumbing facility, pipe, fixture, appliance or apparatus, or any sewer or sprinkling system, nor shall any person move any house, or other building, or cause or permit any of such acts to be done, in the city, without obtaining the permits required by any chapter of this title, or contrary to, or in violation of, any provision of such permits or chapters.
