   In the event of demands upon the sewer systems by several commercial or industrial users or applicants in aggregate exceeds the surplus capacity of such systems, the City Engineer may require that the system be upgraded to handle the additional flows, and to charge all of the users and/or applicants directly attributable to the flows, reasonable costs for the upgrading of the system. Each user's or applicant's share shall be determined by prorating the costs on an equitable basis, taking into account the total amount of wastes each discharges into the system.
