In the event that any person or establishment fails to pay any charge fixed pursuant to this chapter when the same becomes due, the Department of Municipal Utilities may, in addition to any other remedy of the City, discontinue City water service. In that event it shall not resume such service until such charges together with any expense incurred by the City to discontinue and resume such service have been fully paid.
