The amount to be charged to each residence, commercial establishment, and industry for such construction and services shall be an amount in direct proportion to the amount of City water used at such premises. The City Council by resolution shall set the rate and/or amount to be charged and may from time to time adjust said rate and/or amount. The City Council, by resolution, shall determine and adjust from time to time the allocation of charges collected pursuant to this chapter between the general fund, for defraying the costs of operation and maintenance of the sanitation and drainage program, and the sewer and drainage capital outlay fund, for the purpose of constructing and improving sewer and storm drain facilities in conformance with the City's general plan.
