2.16.090 Free public library.

The library shall be and forever remain free to the inhabitants and nonresident tax payers of the city, subject to the rules and regulations of the Board of Library Trustees, provided that the Board may contract for the lending of books therefrom to other persons, under such regulations as by law permitted. (2340.8 -- Ord. 46 § 9, 1906).
