Any public park or any part thereof in the City shall be closed to the public upon the order of the Director of Community Services whenever, in his opinion, any grounds or facilities of any of the parks or parts thereof are in need, or in the process, of renovation, reseeding, alteration, repair, or construction activity. Such order shall require the posting of legible signs in plain view giving notice to the public of such closure. No person shall enter into a park that has been closed.
